COMPREHENSIVE LAND USE PLANNING IN NORTHERN MINNESOTA
PROJECT INTENTION

CSE was commissioned by the Northern Counties Land Use Coordinating Board (NCLUCB) to help develop an approach that "concentrates on establishing a neutral (land use) planning process which does not promote a specific environmental or development agenda" for the ten northern counties of Minnesota. The member counties of NCLUCB are Beltrami, Clearwater, Cook, Itasca, Koochiching, Lake, Lake of the Woods, Marshall, Pennington, and St. Louis.
