PROJECT STATUS REPORTSeptember 1997 1. Department of Defense: Project Description & Status: The Strategic Environmental Research & Development Program (SERDP), Department of Defense (DoD) commissioned CSE to conduct a conference entitled the "Management Scale Ecosystem Research Workshop" (MSERW). This project was subcontracted to CSE through a SERDP prime contracting company, HydroGeoLogic, Inc. (HDG). The route of a subcontract was selected because it was a sole source contract. CSE signed the contract with HDG on January 8, 1997. The contract amount was for a firm fixed price of $76,492. Additional funding for travel costs and arrangements, lodging, and other workshop expenses was available and billed based on actual expenses. The period of the contract was January 3, 1997 through December 31, 1997. The contract statement of work included the following tasks: (1) prepare a work plan (completed & approved in January 1997); (2) prepare a background document (completed, approved, and sent to participants May 1997); (3) convene a workshop (participants identified & invited by March 1997, travel arrangements made and finalized by May 1997, workshop held 6/2/97 through 6/5/97); (4) prepare a summary of workshop proceedings (final approved report sent to SERDP 8/28/97). Invoices, including a progress report, were submitted monthly to HDG. Payments on invoices were received within 60 days. Payment on the final invoice has not been received, but is expected the first week of October 1997. Project Findings & Results: There was agreement among participants at the workshop that: (1) it is possible to conduct ecosystem scale research on military lands while operations are ongoing; (2) that this research could be supportive of specific military missions and overall military readiness, advance ecosystem science, and improve the management of ecosystems on DoD lands and waters; and, (3) that existing projects on DoD bases could provide the basis for implementation of the concepts suggested in the final report, "Management-Scale Ecosystem Research: Findings and Recommendations". In a separate document on disturbance management, Dr. Botkin outlined suggestions regarding possible next steps. This document was presented by Richard Carpenter to SERDP in August 1997. SERDP has end-of-the-year funding available to do some limited follow-up work on this project. A decision about the follow-up work should be made by the end of September 1997. |
